Purpose 

To effectively manage the Crime Intelligence capacity in the SAPS.

Functions 

 

  • The rendering of an effective and efficient operational support service with regard to all resources available, including secret services capital and financial management.
  • The analysis of all relevant crime information and optimal dissemination thereof in the fight against crime.
  • The management and coordination of all relevant crime information, through the establishment of crime desk and nodal points, in support of clients.
  • The institution of counter intelligence measures in order to ensure the information and personnel are secured as prescribed in the Minimum Information Security Standard (MISS), other laws and regulations.
  • The neutralization of crime by supplying accurate and court-directed intelligence for the purpose of strategic and technical utilization.
  • The assisting with the management and coordination of all strategic crime issues pertaining to Crime Intelligence as assigned by the office of the Deputy National Commissioner: Intelligence and Crime Detection and Divisional Commissioner: Crime Intelligence.
  • The proper management and utilization of all resources allocated to the immediate post environment in accordance with relevant directives and legislation.
  • The proper management of INTERPOL and related functions.

General comment

This division is regarded as a line function division of the SAPS specifically responsible for the maintaining an effective information gathering, centralised and integrated information analysis and management function and a technical intelligence support service, on both a tactical and strategic level, in order to enhance and fully service the South African Police Service and its interdepartmental clients with crime intelligence.

The division is responsible for national standards and policy relating to the above issues. Although there are Crime Intelligence components on area and provincial levels reporting operationally to the area commissioner and provincial commissioner respectively, such components function in accordance with national policies and guidelines issued by this division. The division has a national capacity for handling national level crime intelligence matters. The division is accountable to the Deputy National Commissioner: Crime Intelligence and Crime Detection.

The majority of personnel attached to this division are formally trained in basic policing as well as a variety of specialized intelligence fields such as the gathering, analysis and management of crime intelligence.
