SUB-SECTION:

Senior Appointments

The Sub-Section, Senior Appointments forms part of the Division: Personnel Services: Head Office: Pretoria and resorts under the component, Personnel Provision and Maintenance.

Prior to implementation of the National Instruction on Promotions, 1/2004 recently, this sub-section was responsible for advertisement and handling of applications for vacant promotional posts advertised on Salary level 11 and above. However, since 15 August 2004 this sub-section is only tasked with advertisement and handling of senior positions on Salary level 13, Director and above.

The Sub-Section comprises a personnel corps of eleven (11) members and receives and registers on average 3 000 - 4 000 applications per advertisement.

FUNCTIONING

  • National Instruction : 3/2000

This instructions was implemented and is effective since August 2000 and provides a broad spectrum of instructions with regard to:

  • procedures to be followed

  • compilation of panels

  • selection process; and

  • approval of appointments.

  • Where do we advertise and when?

Advertisements are quarterly placed nationally in Sunday Media (Rapport, Sunday Times & City Press) and on an ad-hoc basis if and when required.

  • Selection procedure:

Selection is normally done through means of normal short listing. The Assessment Centre method is being utilized and consists of individual and group exercises designed to elicit behaviors found on the job of senior managers. Candidates participate while being observed by specially trained observes (panel members). The exercises are simulations of police specific managerial task designed to assess managerial competencies. They include both written material as well as behavior simulations. See photo gallery for visual material in this regard.

  • Approval of appointments:

Recommendations received from the various panels are prepared and presented to the National panel for consideration. All recommendations are subject to the consideration and approval by the National Commissioner. Appointments on salary level 13 and above are not effective without the endorsement of the National Commissioner.

  • Announcement:

Successful candidates are normally provisionally appointed in terms of the SMS regulations and required to submit;

  • a performance agreement

  • an employment contract

  • full disclosure of financial interests; and

  • be subjected to a security clearance.

  • Confirmation of appointments:

  • is effective once suitability certificates from the relevant Provincial and Divisional together with certificates of acceptance are received and confirmed at Head Office; and

  • successful candidates are now provided with appointment letters.
