Strategic Plan For The South African Police Service 2002/2005

Foreword by the National Commissioner of the South African
Police Service
The South African Police Service (SAPS) is firmly committed to providing a
quality police service to the people of South Africa. This Strategic Plan
outlines the direction to be taken by the SAPS over the next three years, 2002
to 2005, and has as its main focus the improving of service delivery to all
communities.
It is essential that the policing service which the SAPS provides meets the
needs of the community at large but also that it complies with Government
policy.
The Public Finance Management Act, Act 1 of 1999, requires that all departments
within the public sector align the money they spend with the performance they
achieve within a set direction. It is therefore crucial that the SAPS indicate
the strategic direction which it intends taking and then links the proposed
expenditure of funds to that strategic direction.
The SAPS has not developed this strategic direction in isolation to other
Government Departments who contribute to the creating of a safe and secure
environment in this country. There has been extensive interaction between the
Department of Safety and Security and other key Departments within the Security
and Social Cluster. This interaction is captured within this Plan and will make
a significant contribution to improving levels of safety and security.
The content of this Strategic Plan does not imply a major change in the
direction in which the SAPS intends progressing but is instead an extension of
the SAPS Strategic Focus 2000 to 2003, within the guidelines provided by the
Public Finance Management Act. It also contains a consolidation of background
information which is essential to the managing and assessing of any
organization.
This Plan will, however, require unwavering commitment to implementation from
all members of the SAPS as proper implementation is crucial to the success of
any planning process. My Deputy National Commissioners, Divisional, Provincial
and Area Commissioners and, in particular, my Station Commissioners, have the
responsibility of ensuring that the implementation of the Strategic Plan is
undertaken in an effective and accountable manner. In compliance with Reg. 5.3
of the Treasury Regulations all Divisions and Provinces will be evaluated in
their performances against the predetermined objectives outlined in the
Strategic Plan. This is, however, not only a Strategic Plan for the top
management of the SAPS but also for every member of the Service.

The South African Constitution lays down
That the South African Police Service has a responsibility to :
- Prevent, combat and investigate crime;
- Maintain public order;
- Protect and secure the inhabitants of the Republic and their property; and
- Uphold and enforce the law
The Vision of the South African Police Service is to :
- Create a safe and secure environment for all people in south Africa.
The Mission of the South African Police Service is to :
- Prevent anything that may threaten the safety or security of any community;
- Investigate any crimes that threaten the safety or security of any community;
- Ensure criminals are brought to justice; and participate in efforts to address
the root causes of crime.
The values held by the South African Police Service are to :
- Protect everyone's rights and to be impartial, respectful, open and accountable
to the community;
- Use the powers given to us in a responsible way;
- Provide a responsible, effective and high quality service with honesty and
integrity;
- Evaluate our service continuously and make every effort to improve on it;
- Use our resources in the best way possible;
- Develop the skills of all members through equal opportunity; and co-operate with
the community, all levels of Government and other role players.
