EASTERN CAPE – The Gqeberha High Court granted the forfeiture order worth R158 000b to Gqeberha Priority Crime Specialise Investigation (PCSI) of the Hawks for cash accrued through criminal activities worth R20 000 and a vehicle used as instrumentality worth R138 000 on 8 August 2023.

On Sunday 27 December 2022 the Serious Corruption Investigation of the Hawks based in East London received information about a police official Warrant Officer Richard Ntokozo Zungu (56) stationed at New Brighton South African Police Service Detectives section who was allegedly going to sell a double police murder case docket for R20 000 which indeed allegedly occurred. Due to the quick action of the investigation team accused was caught and arrested in possession of R20 000 cash in his vehicle and his private vehicle was used during the alleged commission of the offence being a white Toyota Corolla worth R138 000 that was also seized during the operation.  His co-accused Sergeant Luyanda Innocent Maneli (41) attached at Swartkops SAPS was later arrested after preliminary investigation which alleged that the duo connived to commit crime.

The matter was then referred to PCSI in Gqeberha for assert forfeiture investigation. The preservation order was granted through National Prosecuting Authority’s (NPA) Assert Forfeiture Unit (AFU) on 8 August 2023.

The cash and money accrued through the sale of the vehicle will be deposited into Criminal Asset Recovery Account (CARA) for state use.

Zungu and Maneli have since been suspended from SAPS and their salaries stopped. They have also been remanded in custody ever since their arrest. They are expected to be back in Gqeberha High Court on 22 August 2023.
