NORTHERN CAPE - The Provincial Commissioner of the Northern Cape, Lieutenant General Koliswa Otola officially opened the Provincial Review and Strategic planning session for 2025/2026 today, 18 March 2025 at the Kimberley SAPS Gymnasium in Kimberley.

The session seen the convergence of Deputy Provincial Commissioners, the five District Commissioners, Provincial Heads and the 92 Station Commanders as well as the Provincial Chairperson of the CPF Board and the two labour unions, SAPU and POPCRU.

The three day session will be facilitated by the Acting Deputy Provincial Commissioner for Corporate Services and Deputy Provincial Commissioner for Policing,  Major General Johnny Besnaar together with the Provincial Head Organizational development and Strategic Management, Brigadier Merle Coghlan.

In her opening remarks, General Otola stated that we have converged to plan and see how far we've come. The crime statistics for the third quarter was released recently,  and there are 2 weeks left to make a significant difference and implement recovery plans , where need to address certain areas of crime . This session allows us an opportunity to evaluate, assess and monitor, and to plan by setting smart targets.

General Otola reiterated that the province has a problem with liquor which leads to gender based violence, assault and all related contact crimes. Drugs is also a concern for the province.

She reflected on some heinous crimes in Kuruman recently and stated that the police cannot address these issues alone.

There must be engagements with the communities to communicate about gender based violence and femicide, drug and alcohol abuse. The police need to visit schools and address the learners on bullying and other related crimes.

She also expressed her disconent and disappointment with the ill discipline and the lack thereof by our members.

She sternly addressed all Commanders especially Station Commanders on their lack of taking accountability and command of the members under their command. She reflected on the misuse of resources by members and Commanders allowing this practice at their respective stations and offices.

She instructed EHW to present active programmes to address discipline and corruption and we will not be apologetic because there are members who are involved in criminal activities and there is no place for such employees in the organization.

The Provincial Commissioner also cited that wrong perceptions can be dangerous and be detrimental to the organization. Members must be committed in doing there work and Commanders must account for their members' 8 hours a day.

General Otola stated that it's disconcerting having to sign dismissals of members on a daily basis due to their involvement in criminal activities.

In conclusion, General Otola stated that for the next 3 days , we must reflect on why we are here. Are we serving the people of the province, we must ask ourselves. Do we have the interest of the community at heart. Let us go back and remember our purpose, the Constitution, SAPS Code of Conduct and the Police Act".

 

Messages of support were delivered by the Provincial Secretaries of both SAPU and POPCRU and the Chairperson of the Provincial CPF Board, Mr Tebogo Molapo.

In their messages of support,  all the speakers appreciated the opportunity to attend this session and indicated that this session allows the SAPS to assess, plan with what resources are available and strategise for what lies ahead in the next financial year.

During the duration of the session, presentations will be made by Provincial components and District offices, zooming in on the performance of the third quarter.

The province will also plan and draft the Annual Performance Plan for 2025/2026, setting new targets.
