South African Police Service

Pretoria: The South African Police Service (SAPS) has effected and implemented the promotion and Grade Progression of more than 32 000 members in the Service during the 2018/2019 financial year. The processes are part of the Service’s Human Resources Priorities which focuses on boosting employee morale, recognising and rewarding good performance with a view of establishing a motivated workforce.

Over and above the promotions in the form of grade progressions, the re-grading of some specialised units have also been implemented with effect from 1 November 2018.

The promotion of employees also took place through three (3) processes of Post Promotions. This process saw Police Act Members and Public Service Act employees being promoted to higher ranks and levels after having been successful in their applications for advertised posts.

These processes were achieved through extensive negotiations with the organisation’s social partners:  The Police and Prisons Civil Rights Union (POPCRU) and The South African Policing Union (SAPU).

The breakdown of the 23 781 members identified for grade progression is as follows: 

Grade progressions:

Constable to Sergeant: 7480

Sergeant to Warrant Officer: 569

Warrant Officer Band1 to Band2: 15822

The grade progression of these members is phase 1 of a 3 year process and emanates from a commitment made by the management of the SAPS to address the backlog experienced in the grade progression of members since as far back as 2010.

Post promotions: 

In addition to the 23 871 members that received grade progressions, a total of 4341 employees were promoted through three (3) internal post promotion processes concluded in the 2018/2019 financial year.

The Post Promotion processes were concluded after the advertisement of posts. A total of 4341 employees were promoted as follows:

*Colonel: 273

*Lieutenant Colonel: 1018

*Captain: 1765

*Warrant Officer: 739

*Sergeant: 26

*PSA Level 7: 520

Regrading of specialised units:

The re-grading of the following specialised units were effected from 1 November 2018: 

•Specialised units within the SAPS consist of highly-trained and skilled personnel that deal with medium to high risk crimes

Special Task Force (STF) (to Warrant Officer) 32

Counter Assault Team (CAT) (to Warrant Officer) 49

National Intervention Unit (to Warrant Officer) 250

Tactical Response Teams (TRT) (to Sergeant) 634

Close Protectors (to Warrant Officer)  1163

Static Protectors (to Sergeant) 1508

In addition to the above processes, with the aim of bolstering the establishment and stamping the authority of the state, 5000 new recruits have recently commenced their training at the various academies nationwide.

“The implementation of the above processes are in support of Human Resources Strategies in place to improve employee morale within the Service and address inequalities that exist. Our core mandate as a service is to serve and protect the people of SA. These processes will go a long way in motivating members on the ground who on a daily basis put their lives at risk to maintain law and order. These are processes that are unfolding and we are hoping that we would have this finalized in the coming three years. We are also hoping that these processes will ultimately enhance service delivery”, concluded Deputy National Commissioner Human Resources Management in the SAPS – Lt Gen Bonang Mgwenya
