EASTERN CAPE - Gladys Ntlawuzana-Komboyi (48), Nwabisa Precious Godlwana (36), Mantshangase Abigail Godlwana (59) and Gcobisa Godlwana (22) appeared before Mthatha Specialised Commercial Crime Court on 12 September 2023 for allegations of fraud and corruption. Ntlawuzana is working as professional nurse at maternity ward at Department of Health Bambisana Hospital in Lusikisiki, Nwabisa Godlwana is also a professional nurse at Paediatric ward in the same Hospital. Gcobisa and Mantshangase are civilians and were identified as close relatives to Nwabisa.

On 18 November 2022 it is alleged that Ntlawuzana intentionally, fraudulently registered the birth of twins at Bambisana hospital as requested by Nwabisa Godlwana who was working at Paediatric in the same hospital. On 29 November 2022 an application of birth certificate were made at Flagstaff department of Home Affairs by Gcobisa under the pretence that she was the mother of the twins. On 30 November 2022 it is further revealed that Mantshangase a biological mother of Gcobisa intentionally applied for a Child Support Grant (CSG) from South African Security Agency (SASSA) at Bizana on behalf of her daughter Gcobisa who is a close relative.

The allegations came after the other patron went to Bizana Home Affairs to register a fraudulent birth certificate of a non-existing child and the department picked up some discrepancies even about this matter of Godlwana family. The matter was then referred to the Hawks for further investigation. The investigation exposed that the pay-out was made by the CSG to the applicant Mantshangase and the total amount that was received by her was an amount of R4892.00. Furthermore the investigation divulged that those twins that were fraudulently registered from Home Affairs and received CSG pay-out did not exist at all.

All four accused were ultimately arrested by the Bizana based Serious Corruption Investigation team of the Hawks on 11 September 2023. They all made their first court appearance at Mthatha Specialised Commercial Crime Court on 12 September 2023 and were all released on R3000 bail each.

Their case was remanded to 9 October 2023 for the accused persons to be added to as accomplices. 

The Provincial Head of the Hawks in the Eastern Cape, Major General Obed Ngwenya has welcomed the arrest by the team and further reiterated that no one is above the law and DPCI will continue to root out any criminal elements in our society.
