Media Statement from the office of the National Commissioner The South African Police Service (SAPS) is pleased to announce 15-year-old Felistas Hamba as the Junior National Commissioner. The grade 10 learner from DC Marivate Senior Secondary School in Soshanguve has been serving as the Junior Provincial Commissioner for Gauteng. The Competition which took place on Wednesday, 27 February 2019 in Boksburg saw nine Junior Provincial Commissioners take part in a debate and public speaking competition. Key topics included current challenges facing the teaching and learning environment, with a view to devising solutions to these problems. The announcement of four Junior Deputy National Commissioners, which is a reflection of the SAPS management structure was also made. The following Junior Provincial Commissioners were elected as follows: Junior Deputy National Commissioners: • Management Advisory Services - Ayanda Malapane, Limpopo • Crime Detection - Sandisiwe Ndulelisa,Western Cape • Visible Policing - Lwandile Dladla, Kwa-zulu Natal • Corporate Services - Andiswa Sango, Eastern Cape The National Project Manager for Albinism went to Kwa-Zulu Natal and the National Project Manager for the Junior High Flyer programme went to Gauteng. In the category Community-Based Projects, the winners were announced as follows: • 3rd place: Eastern Cape • 2nd place: Northern Cape • 1st place: Gauteng During her inauguration, an excited Felistas Hamba affirmed her commitment to working hard to create awareness of crime and its consequences in schools. “I would like to thank the SAPS for this opportunity. I will work hard to ensure that we see more South African schools safe and conducive for learning. If we can reach one child in a thousand children, that will make a difference. I have a mandate to oversee all provinces and in this role, I am looking forward to working hand in hand with the National Commissioner to reduce crime in schools”. The Junior Commissioner Project was first piloted in the SAPS in 2011, in the provinces of Free State and Limpopo. Currently, the project runs in all nine provinces. There are nine Provincial Commissioners at present. The target group for the project are learners from Grades 8 – 10. Members of the SAPS at provincial and local level who are responsible for implementing Safer Schools Programmes at national, provincial, cluster and police station levels create networks and partnerships with relevant stakeholders and encourage schools to participate in this programme. Going forward, all Junior National Commissioners will be subjected to an intensive induction programme that will provide them with an in-depth knowledge and information about the SAPS, i.e. constitutional mandate of the SAPS, organizational structure etc, as well as their roles and responsibilities. The competition was graced by the presence of the Deputy Minister of Police, Mr Bongani Mkongi, Mr Paseka Njobe – Director (DBE) School Safety, PSL Chairman Dr Irvin Khoza, Seychelles Police Chief, Mr Kishnan Labonte , the Acting Police Chief of eSwatini, W W Dlamini as well as senior leadership of the SAPS.
